Director of MCLE Training
Dr. Roof has significant experience with law enforcement, national defense, and healthcare technology, including a 30-year history of military service to the United States, in the Army and Navy, active and reserve.
Dr. Roof was a member of a small, elite group of Naval Intelligence Officers who were trained at the Federal Law Enforcement Training Center (FLETC) and credentialled as Agents, United States Naval Criminal Investigative Service (NCIS). His law enforcement experience includes criminal investigations, human intelligence missions, risk analysis, global force protection and protective services. Dr. Roof’s military leadership is also of note, highlighted by a 30-year career, active and reserve, in the Army and Navy, retiring from the US Navy with the rank of Captain (Intelligence). During his military career, he was selected for command on four separate occasions. As a credentialed NCIS Agent, US Navy Captain Roof was mobilized to active duty immediately following the 9/11 attacks and served for two years as Officer-in-Charge of more than 100 NCIS Agents assigned to worldwide counterterrorism and counterintelligence missions. In this role, he reported to the Director, NCIS. Captain Roof is a veteran of Operations Noble Eagle, Enduring Freedom, and Iraqi Freedom, having served on the ground in the Middle East in 2001, 2002 and 2003. He has also served as a military advisor to the United Nations.
As President and CEO of a publicly traded software company that specialized in fraud prevention and law enforcement information technology, Dr. Roof successfully led his company through the processes to become a member of the American Association of Motor Vehicle Administrators (AAMVA) and the National Law Enforcement Telecommunication System (NLETS). The identification authentication software developed by Dr. Roof’s company is in use by law enforcement and financial institutions nationwide.
Dr. Roof’s career includes considerable training experience. He was selected and served as Commanding Officer, Fleet Intelligence Training Center, Pacific and Joint Intelligence Training Activity, Pacific. In this capacity, he “trained the trainers,” managed the preparation of course materials, and led mobile training teams to locations around the world, including South Korea.
Most recently, substituting for a professor who was unavailable due to illness, Dr. Roof prepared weekly lessons and taught Software Engineering to graduate students at the US Naval Postgraduate School.
